Update Member Role

/v1/organisations/{org_id}/members/{user_id}/role

Change a member's role within the organisation.

Authorization: caller must be the owner. Personal organisations have no roles to change. Promoting a member to owner atomically demotes the previous owner to admin and repoints Organisation.owner_id, so exactly one member always holds the owner role. The current owner cannot be demoted directly - promote another member to owner first, which performs the demotion as part of the same transfer.
