Apply partial updates to a user (RFC7644 section 3.5.2).

Only a fixed set of paths is understood: active, userName, displayName, externalId, and an untargeted ("") operation carrying a whole-resource dict (rare in practice, sent by some IdPs for bulk active/displayName changes). Any other path is logged and ignored rather than rejected - IdPs are expected to tolerate unsupported attributes being dropped silently, per the SCIM PATCH semantics.
